The trend is to shorten words and expressions, hence "briefs".
We even do the same in French with "une paire de lunettes->des lunettes", "une paire de ciseaux->des ciseaux".
Unfortunately, we -French- also say: "une paire de pantalons->un pantalon", "un jean" (certain people also say "un ciseau")
