The image is that though something looks calm and steady, reality may be different; though we cannot see rocks at the surface of water, there may be in the bottom.
I bet the French corresponding expression may be "Il ne faut pas se fier aux apparences", or "L'habit ne fait pas la moine".

There is an idea of danger with the contrast between the apparent stillness and the depth to which the waters can run. My answer was :"il faut se méfier de l'eau qui dort". But of course the other two are possible as well.
