This link shows various reasons one of which is that White may mean the vehicle is coming towards you, yellow on the other hand may mean the vehicle is moving away from you.

That's the reason Eugene gave.
The Brit decided that the best couple of colors is black on a white background.
However, a law had forbidden a white light at the back because it was reserved for front lights.
Lawyers said the law was also applicable to reflective white color of a licence plate.
The Brits kept the back on white for their front plate et changed to black on yellow for the rear one.
