Gérard for me to run is
Tu run over a plan means to check (nothing to do with To move swiftly on foot)
To run to=>"having enough money" does not mean moving swiftly on foot either
To run up a bill=>means to let a bill grow bigger and has nothing to do with the previous definition.

Est-ce que lorsqu'un moteur marche bien, il y a qqc à voir avec le verbe marcher ?
Est-ce que lorsque qu'un serveur de restaurant crie "ça marche !", il parle de qqc qui va sur ses pieds ?
Est-ce que "bien se porter" à qqc à voir avec "porter" ?
Est-ce que lorsque tu donnes ta langue au chat, celui-ci se régale ?

Phrasal verbs (verb + particle) generally don't have anything to do with their verbs.
