Gérard I have never heard of the expression "No names no pack drills". I wanted to know more about "Pack drills" because I don't know what it is means. It means punishment (Thank you internet)

It's an idiom, an expression and we must not look for a law or a rule.
It's the equivalent of the French: "je ne donnerai pas les noms"... often a joke (everybody knows the names).

Now, it's also used in other circomstances:
- really avoid to give names so that there can't be complaints, nor ripostes by culprits
- in political speeches, people severely criticize opponents but they never pronounce any names - this way, the speaker can always say -aterwards- "it's not what they wanted to say", "they were speaking in general", "they were misunderstood", etc.
