No I didn't know about the meaning you related on.
Regarding the noun "handle", there're several meanings:
- a part of an item we can seeze to manipulate something
- similar meaning in a figurative way when we can manipulate someone
- nobility title - to have a handle to one's name
- also the ID on CB radio.
